Yes it is, note 1.6 is one tenth of 16 and 16 is 2^4:
1/2 = 0.5
1/4 = 0.25
1/8 = 0.125
1/16 = 0.0625
just halving the numbers each iteration.
So 1/0.0625 is 16 therefore 1/0.625 is 1/1.6 from your knowledge of place value.
Of course the easy way is to shove it into a calculator.
